Then: (1) Criteria — 3–6 independent dimensions of quality; each criterion must map to a stated objective and be named with a noun phrase (e.g., 'Evidence Use', 'Argument Structure'); (2) Performance Levels — exactly four levels labeled Exemplary, Proficient, Developing, Beginning; (3) Descriptors — at each cell, write 2–4 sentences describing what this level looks like in observable behavior, using parallel structure across rows and levels, avoiding 'no', 'lacks', or 'fails to' where possible in favor of positive description of what is present; (4) Anchors — for Proficient only, include a one-sentence student-work exemplar; (5) Weighting — suggest percentage weight per criterion with justification; (6) Scoring Guidance — decision rules for borderline cases, how to convert to a letter grade or numeric score if needed; (7) Calibration Protocol — a short, concrete routine for how two raters would norm before scoring real work. Quality rules: criteria must be independent (a student should be able to be Exemplary on one and Developing on another). Descriptors at adjacent levels must differ in a concrete, observable way, not by adverbs alone ('sometimes' vs 'usually' is weak; 'cites 3+ primary sources' vs 'cites 1–2 primary sources' is strong). Do not conflate effort or attendance with quality. Use learner-visible language appropriate to LEARNER_LEVEL. Anti-patterns to avoid: holistic rubrics disguised as analytic, length-as-quality proxies ('writes a lot'), overlapping criteria, subjective-only language ('beautiful', 'engaging') without behavioral anchors, negatively-worded lowest levels that demoralize learners. Output the rubric as a Markdown table with criteria as rows and levels as columns, followed by the supporting sections in prose.
